The Concejo Municipal de La Estrella is the legislative body for a municipality in Colombia's Antioquia department. Every citizen request that reaches the council triggers a legal process that, until recently, was entirely manual and entirely dependent on one person's time and expertise.
The challenge
Colombian law requires that every citizen petition, complaint, or claim (known as a PQR) receives a formal legal response drafted in strict compliance with current legislation. For the Concejo de La Estrella, this meant every incoming document had to be read in full, cross-referenced against the relevant statutes and municipal codes, and turned into a legally compliant resolution by hand.
Each document consumed hours of focused legal drafting. The volume was relentless, and the margin for error was zero: a misquoted article or an outdated legal reference could render a resolution invalid. The council's administrative staff spent the bulk of their working hours on research and formatting rather than governance.

Alta Marea built a legal drafting AI agent in one week. The agent ingests incoming PQRs, identifies the relevant legal framework, cross-references current legislation and municipal codes, and produces a draft resolution that meets the formal requirements of Colombian municipal law.
